现代资本运动是资本财富积累和劳动贫困积累辩证发展的历史过程。从资本财富积累进程看，资本所内蕴的强大扩张基因和增殖需求激活了社会财富创造的动力，在自我增殖、自我展开、自我实现的过程中形塑了凌驾于现代资产阶级社会之上的结构化的总体性权力。从劳动贫困积累进程看，资本竞争性地掠夺劳动者创造的剩余价值使贫困积累越来越成为资本积累的总体发展限度，并不断生成限制资本积累运动的自我否定性因素。二战后英国福利制度是一种旨在回应伴随资本积累而来的社会财富分化问题以及平衡资本增殖与社会公正的制度性安排，是资本积累运动过程中的自我否定环节，是资本试图突破自身内在界限的历史性尝试。然而，这种解决资本积累危机的权宜之计，却在资本逐利秉性、资本全球积累结构拓展等多重因素的叠加影响下，遭遇新自由主义的挑战和福利国家的困境。鉴于此，透视二战后英国福利制度的本质和局限，不仅有利于辨析资本积累的内在逻辑，而且有利于探索当代中国乃至全球经济社会发展正义的实践筹划。

Modern capital movement is a historical process of dialectical development of capital wealth accumulation and labor poverty accumulation. From the perspective of capital wealth accumulation process,the strong expansion gene and proliferation demand contained in capital activate the power of social wealth creation,and shape the structured overall power over the modern bourgeois society in the process of self-proliferation,self-expansion and self-realization. From the perspective of the process of labor poverty accumulation,capital competitively plunders the surplus value created by laborers,making poverty accumulation increasingly become the overall development limit of capital accumulation,and constantly generating self-negative factors that restrict capital accumulation movements. The British welfare system after World War II is an institutional arrangement designed to respond to the problem of social wealth differentiation from capital accumulation and to balance capital proliferation and social justice. It is a self-denial link in the process of capital accumulation movement and a historical attempt by capital to break through its own internal boundaries. However,this expedient solution to the crisis of capital accumulation has encountered the challenges of neoliberalism and the plight of the welfare state under the superposition of multiple factors such as the profit-seeking nature of capital and the expansion of the global accumulation structure of capital. In view of this,the perspective of the inherent nature and historical limitations of the British welfare system after World War II is not only conducive to analyzing the internal logic of capital accumulation,but also conducive to exploring the practical planning of justice in contemporary China and even global economic and social development.
